There was a joke about Soviet information agency popular some time ago that perfectly fits the picture...

Agency ITAR-TASS has just informed about small incident on the border between United States of Soviet Union and People's Republic of China.
According to press release Soviet harvesters have been atttacked by suprise by Chinese helicopters while peacefully harvesting seeds to help fighting famine in poor regions of our globe.
Soviet harvesters did not take any harm, returned fire on oncoming helicopters and afterwards took off and flew away in unknown direction.
